When someone who is at a concert climbs onto the shoulders of one of their compatriots an alarm is sounded and security descend with heavy hands and blinding torches to tell them to get down on pain of death.

When a politician wins a seat in his or her constituency they are carried on the shoulders of their peers and no one lifts a finger as they beam and bounce and sing party tunes.

My only conclusion is that those people acting in the interests of health and safety don’t fear any real damage would be done if a politician was dropped on their head.
